RABIS – Remote Advanced Biometric Issuing System
Installed in all capture sites for the national ID in all the provinces of the Republic of Angola, RABIS is designed to help increase the productivity and efficiency of the current National ID issuing system. Utilising the Ministry of Justice' own private satellite network, this truly state-of-the-art document digitalisation and transfer system makes the capture and the physical transfer of the data and application forms a thing of the past.
The fast and accurate document scanning of up to 40 pages per minute increase the daily input of processed applications. The scanning application can auto separate, trim, organise and index all forms and supporting documents passed in bundles through the scanner. This is followed by the latest in Hand-writing Character Recognition auto reader application, which will convert the specially designed scanned forms into a readable ASCII character and insert them into the database. The digitalised documents are compressed up to 1:200 times and transferred decompressed, processed with both data and image extraction and archived in the central database. Gone are the days where staff need to go to the warehouse to store or locate paper-based application forms. Searching for historic application form is now a click of a button, saving space, time and effort of storing paper-based document and allow for true document sharing.
Independent of any communication agent, whether it is over a WAN or a LAN, RABIS will handle all handshakes protocol between the application in the provinces and central site simultaneously. Exception handling and interruption of communication is also cared for by RABIS giving user an automated solution with full log and auto correction. The usage of common protocols and techniques such as FTP and MSMQ as well as open web-based server, make RABIS adaptable to any working environment.
RABIS is also introducing the concept of biometric identification and verification through a reliable and world class AFIS system to the National ID card of Angola for the first time. In fact it is safe to say that RABIS is the first full AFIS system in Angola. Duplicate applications are now automatically and correctly identified and false applicants will find it harder to slip through the net.
